Starting November 3, 2026, the Express Entry Comprehensive Ranking System (CRS) is undergoing its most significant structural update in years. Under a newly introduced Labour Market Integration factor, Canada is bringing back dedicated CRS points for qualifying job offers and rewarding Canadian work experience in high-wage occupations, while dropping the Labour Market Impact Assessment (LMIA) requirement for qualifying offers.
This change reshapes the leaderboard for candidates in the pool. For Canadian Experience Class (CEC) candidates and professionals holding high-tier employment offers, it can deliver an immediate boost of up to 100 points.
However, removing the LMIA does not mean less scrutiny. Instead, the burden of proof has shifted directly to an immigration officer’s forensic audit.
Understanding how the new points are structured, whether your occupation qualifies, and how officers will police job offers is essential to protecting your file before the November 3 deadline.
How the New Labour Market Integration Factor Works
Under the revised scoring framework, candidates can earn points under the Labour Market Integration factor based on one of two pathways:
- Eligible Canadian Work Experience: Standard duration points (up to 80 points for 5 years of Canadian experience) plus an additional bonus if that work was completed in a recognized high-wage occupation.
- A Qualifying High-Wage Job Offer: Direct points awarded for holding an authentic, full-time job offer in a high-wage occupation.
The system evaluates both elements and automatically grants you whichever option produces the higher score. The two cannot be combined or stacked. The total factor is capped at 150 points for single candidates, or 140 points for candidates with an accompanying spouse or common-law partner.
The Point Tiers: Job Offers vs. Canadian Work Experience
Eligibility for these points is governed by an official list of 186 National Occupational Classification (NOC) codes. To make the list, an occupation’s national median wage must be at least 1.3 times the Canadian average median wage.
Points are awarded across three distinct tiers:
- Level 1 (Occupations at 2.0x the national median or above):
- Job Offer: 100 CRS points
- Canadian Work Experience: 70 bonus points (added to duration points)
- Examples: Engineering managers, software architects, specialist physicians, corporate executives.
- Level 2 (Occupations between 1.5x and 1.99x the national median):
- Job Offer: 70 CRS points
- Canadian Work Experience: 40 bonus points
- Examples: Software engineers, data scientists, database administrators, civil engineers.
- Level 3 (Occupations between 1.3x and 1.49x the national median):
- Job Offer: 50 CRS points
- Canadian Work Experience: 20 bonus points
- Examples: Financial advisors, heavy-duty mechanics, specialized technicians, construction supervisors.
If your occupation falls below the 1.3x threshold, a job offer earns 0 points under this factor, and your Canadian work experience receives only standard duration points without any high-wage bonus.
What Counts as a High-Wage Offer?
A common misconception is that earning a high hourly rate in any position qualifies you. It does not.
Points are determined by the NOC code classification, not just your individual paycheck. For example, in healthcare support roles like NOC 33102 (Nurse aides, orderlies, and patient service associates), the national occupational median sits around $24.00 per hour, well beneath the national 1.3x cutoff. Even if an employer pays an aide $30.00 an hour, the role itself is not on the 186 list and receives zero high-wage job offer points. (Candidates in those roles must continue relying on category-based healthcare draws or provincial nominee streams).
Furthermore, a qualifying job offer must be:
- Full-time, non-seasonal, and continuous for at least one full year after permanent residency is granted.
- In TEER categories 0, 1, 2, or 3.
- Issued by a Canadian employer without requiring an LMIA.
The 5-Point Officer Genuineness Audit
Because employers no longer need an external LMIA approval from employment authorities, immigration officers are now legally required to conduct a thorough, 5-point assessment of the job offer before awarding any points:
- Active Business Operation: The hiring company must be actively engaged in real, day-to-day commercial operations in Canada. Inactive entities or paper corporations will be flagged immediately.
- Reasonable Operational Need: The role must make logical sense given the employer’s business size, industry, and structure. Creating an executive title for an entry-level firm will fail this test.
- Financial Ability to Pay: The employer must demonstrate through financial statements, corporate tax returns, and payroll records that they can realistically sustain the promised salary long-term.
- Candidate Ability and Intent: The officer must verify that the applicant possesses the background, certifications, and experience required for the role, and is genuinely likely to accept and carry out the work.
- Labor Law Compliance: The employer must have a clean history of complying with provincial and federal employment standards, recruitment regulations, and workplace safety laws.
A Critical Rule: If a job offer is revoked by the employer at any point before permanent residency is finalized, the points vanish immediately. Paper-only arrangements will not withstand this level of scrutiny.
What Candidates in the Pool Must Do Before November 3
If you already have a profile in the Express Entry pool, keep these operational deadlines in mind:
- Automatic Experience Recalculation: The system will automatically recalculate points for candidates with eligible Canadian work experience on the high-wage list. You do not need to delete or recreate your profile.
- Manual Profile Updates for Job Offers: If you hold a qualifying job offer, you must log into your Express Entry portal before November 3, 2026, to review, update, and confirm all required employment details so the system can calculate your points correctly.
- Temporary Draw Pause: Express Entry draws are expected to pause for approximately two weeks starting November 3 to allow the entire candidate pool to be rescored.
- Cutoff Score Movements: Once the recalibration is complete, general CRS cutoffs are likely to rise as thousands of engineers, tech managers, and specialized professionals receive 20 to 100 bonus points. For applicants outside the high-wage list, category-based selection and regional nominee programs become the primary routes to success.
Align your profile with the verified occupational list, ensure your employer’s documentation is audit-ready, and update your portal information before the system resets.
